You have to rely on responsible pet owners

If you live in a flat with communal grounds and a shared entry/exit to your home then no, definitely not.

The positives:

Good for mental/physical health.

The negatives:

Some people don't look after their pets well and animals suffer a great deal with the RSPCA unable to step in, they don't have the powers to do anything to alleviate general suffering of animals.

Dog excrement all over the grounds and/or inside homes and homes smelling of dog excrement and urine as a result which other tenants get the secondary smell of. This is from direct experience where I live. This is the reality of bad pet owners.

Cats in flats are ok but some people are very allergic to cats. I have a severe allergic reaction to cats and once had to be nebulised and then my heart started beating very, very fast.

All in all, a great idea for houses but not flats. It should stay as it was previously, having special permission to keep pets in flats with tenants having supporting documentation from a health professional but not an out and out acceptance.

Great Places wouldn't have the time or inclination to deal with rogue tenants who won't look after their pets properly.

Previously I was in favour until recent developments of animal neglect.
